This is due to forecast levels of occupancy which are controlled by the hotel. In effect, there will be occasions where the hotel will not upgrade the reservation within 24 hours of booking but will still honor the upgrade if it is possible at time of check-in. Upgrades from a non-suite, room category to a suite are not applicable.
